2.0.25 reboot problem

I'm observing reboot problems on a HP Vectra Series 4 5/133 with
Linux 2.0.25 and default reboot settings: After Reset the system
hangs at "22%". A real hardware reset makes the thing boot again.
Well in the BIOS "Windows 95" setting is active. Can this cause
problems? (In Win95 a shutdown turns off power; who knows if that's
possible with Linux? APM currently not configured in the kernel)
