2.1.16: nfsroot still broken

After removing the static declaration from net/ipv4/devinet.c, function
ip_get_mask() I got 2.1.16 compiled with nfsroot support, but booting this
kernel results in a

Root-NFS: Cannot find a suitable listening port

message.
