FWIW, I was just reading through the list of changes for the new
version of OpenBSD and saw this one:

POSIX & C2 requirement; lose setuid/setgid bits if owner/group
changed by chown(). This can be turned off with sysctl.

I'd don't have a copy of the POSIX specs handy, but apparently the
current behavior is correct....
