After others suggested that my binutils might be old, I installed the
latest version.
This happends even across a network connection, not just from the
console. Also from a RS-232C connection. It's universal unless I use
a program that sets up its own termios structure (uses termcap, etc.).
Basically, anything that does not change terminal characteristics
has this problem.
