NFS Priorities

Good day all! I am hoping some people can shed some light on a huge
debate we have been having in our department. The problem is this: If
a user is using a machine that runs a NFS server, who will get priority
for system resources? The user processes or the NFS server?
I have discussed the problem with Rick Macklem who wrote all the NFS
code for BSD and he said in BSD the NFS server would get the priority.
Does the same rule apply to Linux as well?
Any input is appreciated.
