Pentium bug and path in 2.1.63

Given that before 2.2.x comes out the patch works perfectly, on machines
that are not affected (read PPro, PII, AXP etc) is the work around
always active or is it a compile time option? I ask because though
people have said it is a small performance hit I would prefer to not
have any at all on my PPro or what not if possible.
