Problems with traffic shaper

Hello!
I try to use traffic shaper with Linux Kernel v2.1.62. I've done things
in accordance with 'shaper.txt', but there is no shapening. Moreower,
after few minutes systems reboots with no messages.

Does somebody know what's the problem? Mail me please.
