2.1.84/Intel UP keyboard problem

I just had a problem which was as if I'd held down the Ctrl key
continuously. I wasn't using X; I was able to shut down by pasting
characters from gpm. The keyboard I'm using has a missing key and a big
question mark written on it, but I've used it for tens of hours with no
other problems.
