CDROM not ready message

In all the linux-2.0.x kernels I've used, the kernel always outputs a message
to syslog when trying to use the cdrom while it's empty.

I patched it out of my kernel (mostly to get rid of that annoying message when
using xmcd which polls the drive constantly), but I'm now wondering if this
message has anything to do in the kernel. Shouldn't the application generate
this message ?
