The original idea was to have multiple trees to tell the "experimenters" or
whatever you call us ;) to begin using the new kernels so most bugs will be
found before "stable" release, yes? Why not simply announce (in c.o.l.a):

"The 2.1.x kernel is now in feature freeze (a real one this time!) and should
be stable. If you are daring enough, TEST it! If there are no bug reports,
this kernel will soon be released as 2.2.0. Don't let a disaster happen! ;)"

when the kernel is ready for that. Then just wait a week or two, fix all
bugs and release it as 2.2.0.
