The new 2.1.86 kernel has my smp-prof patch integrated. So now I can
give you:

This patch makes CONFIG_SMP a real configuration option, with
documentation and a default value and everything. The file
include/linux/config.h still defines __SMP__ for transitional
compatibility.
I have built an i386 non-smp and smp kernel with this patch, but not
booted them.
This patch is 4795 lines long and it touches a lot of files in in arch/*
and include/asm-*/*.h. I am particularly interested in non-i386 test
reports. I will re-issue this patch after the next sparc merge, so that
sparc people can test it more easily. But i386 people could take a look
at this version if they want.
I am prepared to split this up into a multi-phase patch to accommodate
both the 2.1.XX and vger source trees, but I would rather have one big
patch if I can.
