Permissions on /proc/ide/*

I don't think that J. Random Luser should be allowed to do this:

Kernel is 2.1.88, drive is a Conner Peripherals 240MB - CP2254, 240MB
w/32kB Cache, CHS=489/16/63 (a notebook 2.5" drive).
