Memory issused and /proc/sys/vm linux-2.1.93

Hello Linux Lovers,

As far as I can tell the /proc/sys/vm file is supposed to start
swapping/paging when the following minimum free memory states exists...
well on my system with 32m of ram the default for this file is:

64 96 128

When I look at the system it seem like it tries VERY hard to keep 2m of
ram free.

My question is this, is /proc/sys/vm used anymore or is it being used
differently, if so how?
