You might need an updated <whatever program makes the intial connection>.
In the meantime, check to see if /etc/inittab doesn't have a getty
groping for your modem line while you try to make a connection.
The fact that the modem dials seems to mean that you are almost there.

I use seyon and a script to make the initial connection and have no
problems even with agetty waiting to take the modem line away.
