What OS' and other products to they interoperate with?

Every standards compliant TCP implementation on the net interoperates
correctly with SYN cookies, no knowledge of SYN cookies is required at
the other (client) end. RST cookies have some incompatabilities with
win95 clients, but we also advise people not to use RST cookies for
other reasons.

Is T/TCP (RFC1644) implemented in the Linux kernel?

No, and until it is at least a real RFC standard, it won't be.

Is there any relationship between T/TCP and Linux' Syn and RST cookies?

No.
