Still getting: `pci_setup' undeclared here (not in a function)

Ok,
I dropped back to 2.1.94 hoping for a clean install. I'm still getting
the following even after upgrading everything in linux/Documentation/Changes:

init/main.c:749: `pci_setup' undeclared here (not in a function)
init/main.c:749: initializer element for `raw_params[1].setup_func' is not constant
init/main.c: In function `start_kernel':
init/main.c:1079: too few arguments to function `pci_init'
make: *** [init/main.o] Error 1

Can anyone tell me what I need to fix/upgrade to get this working?
