Ok. here is my next batch of tests regarding the strange tcp latency.

also included is a snip from my syslog showing some framing errors on the
207.213.15.129 ethernet card. none of these systems are loaded and all are
pentium 150 or higher with >64M of ram. between the 2.0.x systems i
normally achieve 800K-1M/s average ftp transfer depending on network load.

do note, these tests are considerably faster than two weeks back with
2.1.93 and lower. i will put 2.1.96 on my other machines at home and
repeat this test there tomorrow.

to include colors and other non printing characters in a bash prompt,
surround the non printing characters with \[ and \] and bash will correctly
calculate the line length.
