If UTF-8 will be a requirement, I will be *unable* to pass koi-8 string
to UTF-8 interface.
Sure you can. You just have to convert the string to UTF-8 first. You
don't like that? Deal with it.
It *will* be how the ext2 filesystem handles internationalization at the
on-disk, filesystem level. Nothing else makes sense.
