The problem was simply a firewall that blocked priviledged source ports.
The reason this happened only occasionally was that a) the firewall was
being configured, b) I tried several times with non-suid-root ssh that did
not use priviledged source ports (due to a bug in ssh-1.2.25 installation
script, and since I had fetched from otherwhere an ssh executable in
testing purposes that was not setuid.)
