I think we really don't need such features. SysRq is a tool for salvaging
after system crash, therefore you need to know in advance that the system
will crash if you want to switch it on before having to use it. As crashes
are usually hardly predictable, you need to have it switched on all the
time, therefore you don't need any switches, QED.
