Add

disp.scrollmode = SCROLL_YREDRAW;

after the assignment to disp.dispsw in drivers/video/tgafb.c This will enable
Jakub Jelinek's smart scrolling. Even beats bitblit on my PCI ATI.

Please let me know if it works, so I can check in the patches at vger.
