2.1.111: Could not allocate TCP control block

I just compiled 2.1.111 (UP) and got this message when I tried to boot it:

kernel panic: Could not allocate TCP control block

upon which it hung, saying "in swapper task, not syncing.".

Hardware: Toshiba Tecra 780DVD (PII 266, 128Mb RAM, laptop stuff, on a docking station
meaning it has 2 PCI busses - is this relevant?)

Software: Red Hat 5.1, gcc 2.7.2.3, all the necessary updates.
