Fchmod doesnt work on a bound unix domain socket as it does in
BSD
then clearly someone does something specific, expects something,
gets something else. Who this person was, what precisely his problem is,
in what way Linux behaviour differs from BSD, you do not mention.
Under BSD fchmod changes the permissions of the file system object
assosciated with the UNIX socket, in Linux it changes the permissions
of the UNIX socket itself.
