Make /dev/console. When you get around to mounting devfs, you mount over
the top of /dev which is perfectly fine. Now you don't have to hack
something into /etc, and you're perfectly capable of umounting /dev.

btw. init holds /dev/initctl| but not /dev/console, or i should say, mine
does.
