Doesn't appear to be... Unless it's in a recent patch to 2.1.117.
I'm running vanilla 2.1.117. I have not installed either of the "ac"
patches yet.
I just did a double check on my 2.1.117 system with RedHat 5.1
distribution. I made sure that I had no screensaver or lock X app running
and then walked away for a while. Still does the same thing, video is
blanked out and the monitor indicates that it's in a loss of sync state.
Tapping the shift key causes the monitor to immediately click back into
video present mode and the screen blanking is dropped. I do have the VGA
framebuffer stuff enabled, if that makes a difference (it didn't before).
I'll double check on my RedHat 4.2 system, that's also running 2.1.117,
later today.

Kernel: 2.1.117 2.1.117
Distribution: RedHat 5.1 RedHat 4.2

Both kernels were compiled with Vesa framebuffering enabled...
