Note that all commercial vendors I know of that really try to support all
ISA boards n non-intel platforms use a simple x86 emulator in order to be
able to run the BIOS code on the card at bootup.

Linux does it on alpha, for example. It doesn't have to be a complete x86
emulator, and in the Linux/alpha case it isn't, but thinking that you can
avoid running the board BIOS is wishful thinking.
