At boot time and/or periodically via crontab, copy the master from a local
AFS server and update the in-core list. Servers would get their copies from
Transarc (over AFS, naturally), put it where the clients can find it,
repopulate %root.afs and release it. Rocket science it's not.
On the other hand, it *is* beside the point. Or is it? It might be a
simple way (fallback mechanism?) to keep multiple servers (primary and
backups) in sync.
