Yes; but it's much easier to have a defined number of branches off of
kernel.org which have priority access. Those who wish to be additional
mirrors can work off of those branches. It may make for an extra step in
the chain; but in the long run; it pays off; and allows for greater
expansion.
Receiving priority access to these trees is always a possibility as well.
