I don't expect to install modules on the same machine that I compiled
them on, so I don't expect install_modules to work at all, and so I don't
need to have /lib writable for any such reason! But I take the point.
I didn't grok that the argument was about use of tmp for /install_modules/.
Talking about it offline with Alan, (a) I found out that the argument
was about use of tmp in /install_modules/, not make modules and (b)
I offered shell snippets to show that you don't need temporary files
at all. You don't.
