I think this patch is clever, but that it attacks the problem at
the wrong level. I think the comments in the Makefile are obsolete
and that CONFIG_SMP can be a normal option. Check out this patch:

Also, anyone who wants to say "CONFIG_SMP will make re-build
times longer because every file will depend on include/linux/config.h",
please take a look at Documentation/smart-config.txt, and look
inside some of the .depend files in your kernel tree.
