Well, first of all if you are testing for the use of Linux in a critical
application like that you probably shouldn't be using the experimental
kernels at all. :)
I'd suggest trying the latest 2.0 series kernel. If it still produces the
same results and you're absolutely sure nothing besides the kernel has
changes, try contacting the developer of the driver for your net card. It
is possible that the new kernel set something in the card that it
remembers, and that Linux doesn't like (but Windows does, or can at least
cope with). I have no knowledge of laptop network card internals, but in
your situation it seems like a plausible hypothesis.
