/usr busy on shutdown

hj Lu reported some problems with busy stuff on shutdown.
I had similar problems, but restricted to /usr being busy.
Backing up to mount-2.7l from 2.9 cured the problem, but the associated
swapon would not compile with egcs-1.1.1, glibc-2.0.7pre6. I just copied
mount and umount to /bin.
This does not seem to be a kernel problem. (2.1.131ac8).
