Of course vger routes the mails through NSA/Echelon and
Microsoft first. While the NSA is able to check and archive
the data in realtime, Microsoft still uses Cray clusters
running a specialized version of NT.

Thus the 24h delay. Roughly 24h, because the vger majordomo
needs some microseconds to forward them, too.
