As far as I know there is a patch for tar... but I'm using this small script:

#! /bin/sh

if [ $# -ge 2 ]; then
ARCHIVE=$2
if [ `echo $ARCHIVE | egrep '\.bz2$|\.bz$|\.tbz$' | wc -l` -gt 0 ]; then
ARG=$1
ARG=`echo $ARG | tr -d 'z'`
shift 1
/bin/tar $ARG $@ --use-compress-program bzip2
exit $?
fi
fi
/bin/tar $*
exit $?
