Life isnt so simple. FACK/SACK are heuristics, they are not TCP versions
and they only change the behaviour in some ways.

Vegas was in some of the 2.1.x experimental kernels. It didnt seem to
perform well and it has never become "accepted practice".

For tcp tuning look in /proc/sys/net/ipv4/
