Slow network connection with 2.2.7 and 3c59x

My machine is a PentiumPro 200 with 128Mb of RAM and two NICs, eepro100
and 3c59x.

My problem is that when i try to ping to my server from other machine
(using 3c59x 10Mbps interface [eth1], which is the only i have to the real
world) i get a **very** slow connection. However, when i run iptraf on that
interface (i think this tool puts the NIC in promiscuous mode) my connection
speeds up a lot, but it don't reach full speed.

I don't know much of kernel internals and i can't explain this behaviour.
Somebody knows what's going on?
