Why is traffic shapper still in 2.3.x?

Why is the traffic shapper still in 2.3.x? From my expirence, CBQ can do
10x more then TS can do (although it's not documented very well).

Is there a reason to keep this code in any longer?

Will it at least be removed after 2.4?
