Yes. It's a typo in fsck. I already sent the following patch
to Ted Ts'o. You can apply it to e2fsprogs-1.16 and rebuild.

e2fsprogs 1.17 has been already released to fix the problem (and a few
others which turned up after 1.16 got released).
