Setting Arp timeouts

Hello all,

I just noticed a strange thing. My machine sends out arps twice in 31
seconds, The request succed, because it get an awnser. And it's in the
arp table. I wanted to check the arp_timeout, doc
linux/Documentation/networking/Configurable says
/proc/sys/net/ipv4/arp_timeout, but that file isn't there.

I found /proc/sys/net/ipv4/<interface>/gc_stale_time, i checked
linux/net/ipv4/neighbour.c and arp.c but i have the feeling that this
value is used for more things. Could it do any harm if i change this
timeout to 4 hours?
