Lest anyone think that quotas are only usable for the purpose of squashing
people's creativity, let me tell you another way to use them. On the big
OpenVMS system at work, the sysadmins alone inhabit a single disk with
quotas enabled. We each have a 1 000 000 000 block quota (far larger than
the disk). We use the quota system just to help us monitor our own usage
-- obviously it can't artificially limit our use. There are probably a
few even more creative, nonintrusive uses for code that keeps track of how
much of a resource is used.
