[PATCH] MAINTAINERS: Add some reviewers for Qualcomm PHYs

There's a number of PHY drivers for Qualcomm platforms that are
currently only covered by the umbrella 'ARM/QUALCOMM MAILING LIST' and
'GENERIC PHY FRAMEWORK' entries.

Add a couple of names as explicit reviewers for PHYs of their
respective protocols of interest, with the intent of these lists
growing soon.
