See the description of MDIO_CLK_DIV field in RM: Ratio is
(2*MDIO_CLK_DIV)+1.
And as I said before, the NETC system clock of i.MX95 is 333 MHz (a fixed
1/2 divisor inside the NETCMIX), so the MDC clock frequency is
333 / ((2 * 66) + 1) = 2.5 MHz
