Resetting the Tx ring pointer

I have a Dell Inpiron 5000 running 2.2.16 with a 3Com
3CCFE575CT 10/100 PCMCIA card. Over the last several days
I've been getting a lot of weird messages in /var/log/messages,
accompanied by a network brownout--it will completely stop
working for 30 to 60 seconds, then come back on, and then maybe
black out again. Here is what the error messages look like:
