Maybe _OPTIONAL and _PERMITTED would be a bit less verbose?

Alternatively,
ARM64_CPUCAP_PERMITTED_FOR_LATE_CPU
ARM64_CPUCAP_OPTIONAL_FOR_LATE_CPU

might be easier to understand.
