[PATCH v3 4/8] init: add support for zstd compressed kernel

* Adds the zstd cmd to scripts/Makefile.lib
* Adds the HAVE_KERNEL_ZSTD and KERNEL_ZSTD options

Architecture specific support is still needed for decompression.
