I think different features could have different concerns. If an feature
can't work without interrupt, it can error out in its own driver. This
will not affect other features functionality.
The DFL may list some important private features like Flash controller
which reprograms the static region (DFL is placed here) through pcie.
If we error out the whole enumeration, then a moderate mistake makes
card unrecoverable.
