[PATCH v10 01/11] PCI: brcmstb: PCIE_BRCMSTB depends on ARCH_BRCMSTB

Have PCIE_BRCMSTB depend on ARCH_BRCMSTB.  Also set the default value to
ARCH_BRCMSTB.
