[PATCH 3/4] staging: r8188eu: remove unused PHY_UpdateTxPowerDbm8188E()

Function PHY_UpdateTxPowerDbm8188E() is unused and it is the only user
of function phy_DbmToTxPwrIdx(), remove both.
