1.3.34 does not build SCSI modules if CONFIG_SCSI=y

linux/drivers/Makefile was changed to only build modules in the
linux/drivers/scsi subdirectory, if CONFIG_SCSI is set to 'm'.
However, I guess I am not the only one who has SCSI disk support
built in, but SCSI cd-rom support as a module.

With 1.3.34, the cd-rom module (sr_mod.o) does not get built.

Undoing the Makefile change fixes this, but I guess there was
a reason for the change ...
