When you boot using option -b, kernel boots then forks
/sbin/sulogin
It's sure that when I boot in multi or single user mode, kernel forks
/sbin/init and init can run loadkeys, but not in emergency mode

Sure that loadkeys could be ran by sulogin, but I think that as you
choose that you use such or such disk driver, such or such mouse
driver, you should be able to choose such or such keyboard
during kernel configuration.
